Yerel yönetimlerde kentsel dönüşüm uygulamaları: Bursa Yıldırım ilçesi örneği

Abstract

Bu çalışmada yerel yönetimlerde kentsel dönüşüm uygulamalarının dönüşüm uygulamaları üzerindeki etkilerinin değerlendirilmesi amaçlanmaktadır. Kentsel dönüşüm tek bir alana veya konuya hitap eden bir kavram değildir. Kentsel dönüşüm olgusu bünyesinde bir çok hususu barındıran bir kavramdır. Toplumsal, yasal, ekonomik pek çok alanda kentsel dönüşüm etki göstermektedir. Kentsel dönüşümün uygulanacağı alanda yaşam süren bireylerin dönüşüm sonucunda alışkın olmadıkları bir yapıda yaşamak zorunda kalmaları kentsel dönüşümün toplumsal boyutunu ifade etmektedir. Kentsel dönüşüm uygulamaları sonrasında emsal artışlarının yaşanması, bireylerin tek katlı, bahçeli, müstakil evlerden, çok katlı binalara ve site yaşamına geçişleri ile birlikte ekonomik açıdan tekdüze bir yapı hakimken dönüşümden sonra karma bir ekonomik yapının olması ve bireylerin ilk defa site aidatı ve belirli yasalarla tanışması kentsel dönüşümün ekonomik ve yasal boyutunu ifade etmektedir. Kentsel dönüşüm sonucunda site yaşamında komşuluk bağlarının kurulamaması, yüksek gelir seviyesine sahip bireylerin alt gelir seviyesinde olan bireylerle iletişim kurmak istememeleri kentsel dönüşüm uygulamalarının toplumsal boyutuna ilişkin en önemli göstergeler olmaktadır. Bu çalışmada ilk olarak kavramsal açıdan kentsel dönüşüm ifade edilmeye çalışılmaktadır. Sanayileşme ile birlikte kentte yaşanan süreçler ve sanayileşmenin kentsel dönüşüm uygulamalarına etkileri üzerinde durulmaktadır. Kentsel dönüşüm uygulamaları ile kentte amaçlanan gelişim süreçleri, kentsel dönüşümün uygulama alanları ve faydalanılan metotlardan bahsedilmektedir. Son olarak Bursa Yıldırım İlçesindeki kentsel dönüşüm uygulamaları ve etkileri analiz edilmektedir.

In this study, firstly, urban transformation is tried to be expressed conceptually. With the industrialization, the processes in the city and the effects of industrialization on urban transformation applications are emphasized. The aim of this course is to explain the urban regeneration applications, the intended development processes in urban areas, the application areas of urban regeneration and the methods used. Finally, the urban transformation practices and their effects in Bursa Yıldırım District are analyzed.
