Osmanlı toplumunun yapısal değişme sürecinde sivil bürokrasi

Abstract

Osmanlı toplumunda çözülme sürecinin başlamasıyla birlikte, toplum düzenin de yapısal değişme hareketleri kaçınılmaz hale gelmiştir . Bu sebeple, öncelikle orduda başlatılan "yenileşme değiş me" hareketleri, da ha sonra toplumun bütün kesimlerine yayılmaya çalışılmıştır. Bu değişim sürecinde ise, sivil bürokrasi, hem bir "obje" olarak "yenileşme/değişme" hareketlerinden etkilenmiş; hem de bir değişme "ajanı " olarak (social change agent), "yenileşme değişme " hareketlerini etkilemiştir.

The movements of the structural change had been a necessity at the beginning of the disintegration process of the Ottoman society. For this reason, as a first priority the reform movements had been put in force in the army; but la ter they had also been attempted to spread to all parts of the society. In this changing process, the civil bureaucracy was both an "obje" that had been influenced from the reform movements and an "agent" that had influenced these reform movements.
